Biography
Jelena Muhina has been a professional at the Ministry of Education and Science of the Republic of Latvia for nearly 20 years, specialising in adult education policy planning.
Throughout her career, she has been actively involved in the implementation of EU and OECD cooperation projects, including the Latvian National Skills Strategy. In 2022–23, she served as a seconded national expert at CEDEFOP and has been a member of the European Commission's Adult Education Working Groups since 2007.
Jelena currently coordinates the implementation of the Recovery and Resilience Fund initiatives for skills, where Individual Learning Accounts are a key development element. In addition to her professional work, she recently began a PhD at the University of Latvia, focusing on the profiles of the low-qualified workforce.
